I Have A 98 Ford Taurus Was Told It Needed A Chip Replaced In The Steering Wheel

she said it is an ignition chip. the car wont start. she replaced the battery, alternater, and started before she was told about the chip. i know nothing about cars. could you please tell me what i need to get?
