Check Engine Light Doe's Not Come On At All

You are most likely looking at a bad/defect PCM or EEC. May also be a wiring issue. Use a test light or a volt-ohm meter to see if CEL pin #4 is working on the Test Plug (DLC/VIP Connector) under the hood.
