From what I researched there is not a fee for the new Facebook app which you can get for iPhone at this site http://itunes.apple.com/app/facebook/id284882215?mt=8 

If it still requires a credit card you may want to contact customer care, and make sure you do not have to have a credit card on file downloads.

A lot of Facebook users cannot post in groups they are members of and are receiving a pop-up asking for credit card or mobile phone information. Mobile phones can be charged in lieu of a credit card. This pop-up even prevents people from writing to or contacting Facebook about this. We have also noticed that members now have a 'credit balance' under the accounts selection on the top right of their Facebook page. Although Facebook has said it will not charge users, we suspect Facebook wants this personal financial information from you, so they can start charging for playing popular game applications on their site. Facebook users are outraged, and this once again brings up the issue of privacy concerns with what is suppose to be a FREE site. There is even a group called 'NO TO FACEBOOK REQUEST FOR CREDIT CARD AND MOBILE PHONE INFORMATION'

Just want to add that Facebook often makes changes and does not tell Facebook users about them before hand, or even afterwards. This time they have gone too and need to explain why they are asking for credit card and mobile phone information. Exactly what do they plan to do with it. It is both a privacy and security concern, and no one should give out this information. You could put yourself at risk for identity theft or unauthorized charges. Facebook has a lot of chutzpah to request it!

Facebook wants your credit card or cell phone to charge you credits for applications and games. Target is selling Facebook gift cards for this now.
