My Card Was Charged Without My Permission

You seem to be saying that the charge was imposed by Facebook. You may write or phone Facebook, but whether they'll respond to your concerns is another matter. Here's Facebook's contact information:

If the charges were made by another company, you need to clarify  the charge with that company. In any case...

If the charges were not authorized, your best course is probably to dispute them with your credit/debit card provider. You can also complain to the California Dept. of Consumer Affairs, at 916-445-1254.
