If you question charges, you may use the form at http://www.facebook.com/help/contact/?id=195871097110131. Your next step would be to dispute them with your credit/debit card provider. You can also complain to the California Dept. of Consumer Affairs, at 916-445-1254.

As far as I know, Facebook doesn't offer any services that cost money so it's likely your credit card has been compromised. I would call your credit card company to dispute the charge.
