To remove someone from your Block List, take the following steps:

Choose the "Privacy Settings" option in the Account drop-down menu at the top of any Facebook page.
Select "Edit your lists" in the "Block Lists" section.
Select "Remove" next to the individual’s name.

This will not automatically add the persons you remove to your friends list. You will need to search for them and send them friend requests if you wish to become friends.
