Hair And Dirt Gets Stuck Around Top Of Dust Cup Opening--doesn't Drop To Bottom.

The top of the filter is right in front of the opening between the dirt cup and the suction part of the vacuum, so most of the dirt and pet hair gets compressed and stuck in and around the top of the filter. Any fixes for that problem? Valerie in Seattle
