I had the exact same problem. After taking everything in the dust cup/canister apart, thinking I had assembled it wrong after I had cleaned it the week before, I found that the hose was plugged. I unplugged the hose from the canister and that end of the hose was plugged.

The spring/hole must be a safety that if the vacuum hose is plugged and it's not getting any air and overworking, the spring compresses and allows some air in through that hole to prevent the vacuum from overheating/overworking itself and so the user notices that whistling noise alerts them that there is a problem.
