Can Someone Help Me In Telling Me What To Do With This Round Collar That Goes On

can someone tell me how this collar goes back onto the model 990? does it clip or snap or hook onto or just sit on the assembly? Mine won't connect, it just sits loose, and when I close the vac up, this collar flops around loose! is this right??
