Why Is It So Difficult To Get Refunded For A Leg Of My Trip That I Didn't Take?

Delta wanted to put me on a flight two days past the original date I paid for due to inclement weather conditions. I cancelled my 2nd. leg and booked with Air Tran and got home earlier than what Delta had originally scheduled me on. I paid for luggage fees and want to be re-inbursed. Help
