The error is due to the controller card or expansion card on slot 5 which is having some issue that caused the server halted.
Please locate the card on slot 5, reseat and try to reboot the server to give it a go. You may refer to the doc on Page 141 for more info: http://support.us.dell.com/support/edocs/systems/pe2900/en/hom/pdf/hom.pdf
If after reseating the card on slot 5, it is still giving the system halted error. Then the card is most probably faulty and need a replacement.
