Are you getting anything on the LCD panel?  Blue or amber?  If the power supplies have green lights on them, you know the power supply is good.  Issues would then look at the system board as a root cause for the unit to not have any indicaitons of powering on.  In order for the system to boot, it needs only the following:
  • System Board
  • Processor
  • One stick of memory in DIMM1-A or DIMM1-B
  • Power supply
  • Riser
  • Control panel and Backplane (only required if the last power state was off)

If anything is 'bad', issues would show up similar to what you are experiencing.
