My Dell Wont Startup

I was on my laptop and it started to freeze, so i did what i usually do when a computer freezes and i held down the power button till it turned off. usualy when i do that my computer is fine and it will start back up no problem, but this time i turn it back on and it gives me two options. one is launch the startup repair and the other is to start windows normallyy. i pressed start windows normally, but that just restarts the computer again for some reason. and when i try launching the start up repair it goes to this blue screen and a mouse, thats all it shows and it does nothing else. i really need help on how to fix my laptop and to get it started again. how do i do that? :/

I am from Dell Social Media and Community.

I would first recommend you to run a basic hardware diagnostics test by following the link below.

If you recieve any error, you can compare the error code in the link and associate it.

If all the hard ware tests pass, follow the link below to repair the windows operating system.

Start your computer and start tapping the F8 key > When the Windows Advanced Options menu appears, use the ARROW keys to select Last Known Good Configuration (your most recent settings that worked), and then press ENTER.

If your system boots, run a scan to remove any virus/spy-ware on your system.

Also check if you have multiple anti virus programs and uninstall any as it is recommended to use only one anti virus program.
