Sc 500 Ez

I have a SC 500 EZ cub cadet which just arrived (2nd one in 2 weeks) this time they sent me the parts to replace? It appears in shipping the front swivel wheels either center shaft is bent or the arms coming off the mower deck are bent? They reason is neither wheel will spin past the mower deck without hitting it. It appears to need 1/4" clearance yet? I have new front wheels with shafts, bushings and washers, though they didn't send those serrated flat lock nuts (spring clips) which the dust caps go on. What do you recommend as far as removing the lock nuts and proceeding?
