How Do I Test The Power Steering Unit?

My power steering units no longer works. I have replaced the pinion gear and bushing. Tried holding it at max turning for Gfive seconds to force a reset. Checked for any signs binding. Nothing works. I can still mow but it is like steering with a manual unit. The shaft rotates freely and so does the fan gear and pinion. Please advise of additional checks. ThanksCraig Yoder606-324-3521
