Place a metal punch or chisel on the outer edge of the clutch.
Rap the chisel with a hammer to rotate the clutch drum in a clockwise rotation. The drum will unscrew from the crankcase shaft. It will normally screw off pretty easily.
If the engine crankcase rotates with the clutch drum, remove the spark plug. Fill the engine cylinder with soft clean rope so it will jam the piston. This will let you unscrew the clutch drum.
Remove the clutch drum and the clutch assembly.
Remove the screws holding the blower cover to the engine and remove the blower cover.
It will be easiest if you take the housing containing the starter off the engine to do it. This is one of those things where it takes a few times to get it right because there is no way I can describe to you how the correct tension should "feel".
With the housing off, you want to spin the starter drum (the part that holds the rope) until you feel like you have enough tension to retract all of the rope. This can vary from machine to machine so I'm not even going to put a number out there as to how many turns this will be. But it's going to be more than a few.
Once you're satisfied that there is enough tension to retract all the starter rope, block the drum from turning with a screw driver. Fish the starter rope through and secure it to the drum. Then hold the rope while you remove the screw driver so the drum can slowly wind the rope up. If it doesn't retract all the rope, pull the rope all the way out and take the rope off the drum. Then spin it a few more times and repeat the rope tying off process.
Once you get it to where it will easily retract all the starter rope, you're done and you can put the housing back on the engine and use the machine.
