Battery Not Charging On Compaq Mini 700, New Battery, Same Problem? Help!

Hi, Recently my netbook started only running when the adaptor was plugged in, so I purchased a new battery, and am still having the same problem? It originally ran XP but I have recently upgraded to 7 and im wondering if it could be a driver problem? Also suspect a possible Bios problem as it also wont let me adjust the date settings. Very wierd, any help appreciated!
