Tried To Open Checking Account, But They Want Documents I Cannot Provide.

I recently tried to open a checking account online with Citibank. About a week later, they sent me a list of documents they want before they will open an account for me. I can provide a copy of my driver's license and Social Securty card, but that's it. They also want a copy of my telephone bill (not possible, since I have a prepaid cell phone) and a utility bill (not possible, since I live with my girlfriend and all the utilities are in her name). Is there anything I can do?
