Why Will The Ignition Key Not Turn To The Start/run Position?

when key is first inserted into ignition switch, it will not turn to the starting/on position. after turning and jiggling the key in the switch,(sometimes takes several minutes) it will turn to start and run. if key is left in the switch, the key can be turned to the off position and then turned to the start position easily with no problems, as often as you wish. but when key is removed, you never know how long it will take to get key to turn to the start position again. What is the problem and solution to this problem?
