Chevrolet Spark Ignition Switch Problems

On 2 occasions below zero weather, when I inserted the key in the ignition, it will not turn, steering wheel was not locked, placed electrcl heater in car under steering wheel , and after about 20 minutes , key turns and car starts. Dealer checked and said nothing was wrong.
