Key Out Accessories Still On

Periodically when my 2005 cobalt has been put in park, engine off, key removed, the accessories panel lights will stay on. When I encounter this I will restart the engine and go through the normal process of parking, shutting off all accessories,(AC,radio,etc.),before removing the key. I also make sure the wheel goes into the locked position. There have been times I have repeated the normal steps over and over before it will finally shut down properly. This may not happen for weeks at a time. Any suggestions would be appreciated. Also, the key never gets stuck in the ignition. Thanks
