Where Actuallty Is The 'turn Signal Flasher' On A 1991 Chevy Astro Van?

I had to go into the "loose" steering column to tighten bolts, and my L-R turn signal was not working. All other light work...headlights (H-L beams), brake lights, backup lights, hazard lights they blink, but L-R turn signal were a no go! I have replaced the turn signal switch w/ wire harness and plug, the flasher that looks like a little can with two plugs on it and checked the fuses in the fuse box. Still nothing! So I got the Haynes Repair Manual and it states "The turn signal flasher is mounted on the upper edge of the hood release mount." The only thing I found on the uppe edge of the hood release mount was a plastic box with an electrical board inside of it that recieves two plugs (10 prong & 4 prong) from the wiring harness nearby. The plastic box has what looks like the factory Delco Elecronics Corporation sticker on it that is stamped with: date (1990), LABEL 25110311, AGH 25073960, and MADE IN SINGAPORE on it. Is this the turn signal flasher? Where and how can I find one to replaced the old one?
