Want To Change Monthly Charges For Usage To Another Credit Card
I have a high bill with Capital One and want to change monthly charges from Capital One to another credit card.

You need to first find another credit card that you do want. Usually when you sign up for a new card, they will tell you whether you can or cannot transfer balances for other cards. If you can, the new credit card will usually do this for you when you apply and set up and account. Then you just close your old account with Capital One.
