Camera Won't Turn On After Putting New Batteries

My camera won't turn on when I put new batteries in. I made sure they are in the correct position. However, looking inside the battery port, there is something blue that has been dried up on one of the battery ports( positive end of the battery going up). So I'm assuming that is what is preventing the battery to touch and not turn on, however I am not so sure. I could scrape it off, but I am afraid that it would damage it or something. Any help is appreciated.
