Canon Pc720 Grinds And Won't Feed Paper.

My Canon PC720 grinds and won't feed paper. When I open it, there appears to be a small neopene belt about 2 mm in diameter that is broken back by the left bottom by the sprockets. Can this be replaced easily? Is the part available?

This is a link to the service manual. I have found that there is a belt and this information is in section 4 of the manual.
