Buick Lucerne Fe1 Has New Pn For Left Side Shock, But Not The Right Side?

2007 Lucerne with FE1 suspension has a new part number for just the left side rear shock. It is larger in diameter, stiffer to move, and costs 2X more than the original.  The right side shock part number has not changed and it matches the cars original shock.  Did Buick engineering make a mistake in not updating both shocks?
