What Keeps Buick 3800 From Revving Past 3500 Rpm?

I have a 1995 Riviera with the supercharged 3800. Starts and runs fine but when I get to 3500 rpm it will drop 500 rpm, rev, drop, rev, drop, repeatedly. I've changed the TPS, MAF and ECU with no change. Any experience with this?

the limiter is set to 4200 RPM when in not in drive. In 1st gear it will also cut off as a safety measure around 3500rpm.
