Why Has Does This Toilet Not Flush Properly?

I purchased THREE of the same toilets and replaced one while it was still in warranty.  All three toilets did not flush properly from the minute they were installed.  The third one was still under warranty, so that is why I got a new one FOR FREE.  When I called American Standard to get this new one, the receptionist said THE PROBLEM IS NOW FIXED -- and sent a new toilet bowl -- and -- lo and behold IT WORKS PERFECTLY.  Question:  Was there a recall on bowl 3264.016 that was not announced?  I still have a toilet from that install that just will not flush on the first or second flushes -- even if there is just a piece of dust in the bowl.  Is this the TOILET -- or my SYSTEM?  I'm pretty sure it is the TOILET.  It is supposed to SAVE WATER -- but it uses tons of water because you have to flush and flush it to get it to WORK!
