International users ad customers are allowed to participate in all kinds of things on Amazon.

Being a non-Us Citizen or resident does not appear to spoil your chances to enter Amazon competitions/sweepstakes. When they are running, you can enter them through their Facebook page. http://www.facebook.com/Amazon?sk=app%5F172341942779663#!/Amazon?sk=wall

Amazon does ship some items to South Africa. You can review their International Shipping information at the next link: http://www.amazon.com/gp/help/customer/display.html/ref=hp_468520_intl?nodeId=596184

I would imagine that if they didn't ship a particular product type to South Africa, that would limit your eligibility to receive a restricted item should you happen to win one such competition.
