Acer Aspire One Insufficient System Resources Exist To Complete Api Solution

I have an acer aspire one computer. I keep getting this error message "insufficient system resources exist to complete api". I can't get into windows xp to reformat the computer. I have tried the safe boot option but even that doesn't work. From what I have found on the internet, this appears to be a known issue with acer. Is there any type of fix for this?

There is a solution article from MS and another user's experience here. However, if you cannot boot up even in safe mode, I'm not sure how you can implement the solution.

windows 7 was never developed for the Netbook or Notebook systems They where developed for th desktop systems and the Laptops, each version running on Netbooks and Notebooks have been cut down to a minimum so that they will run on these systems, look for an alternative free operating system there are many to pick from that are designed for the net book,
Google Android, Peppermint. Puppy Linux,

I think you might need this update, but I have no idea how to install it when you can't use even a safe mode.. Or can you?
