System Not Booting
I had to reboot the system, and now it doesn't respond to ping or give dial tone.

I suspect what happened is that the configuration was not saved and was lost after the restart.
I hope you have the system documented or a configuration backup somewhere.
I "think" this is the installation manual. http://www.3comphones.com/datasheets/3c10503_nbx60_install.pdf
I'm not 100% sure what model you have since it seems that the 3C10200 part number has different options.
In any case what you'll need to do is conenct a PC via the console port and manually configure the system. Page 196 discusses connection to the console port.
