Can I Use My Samsung Phone As A Wifi Hub For My E Machine Computer?

I have a Samsung Galaxy reverb phone that is wifi capable. Can I use it as a hub for my E-Machine EL1850-UR11P desktop that has no internet service by adding a wifi card to the computer?
