Yahoo's phone support is currently undergoing problems, as you've found.

You can ask Yahoo for help with the form at http://io.help.yahoo.com/contact/index?locale=en_US&y=PROD_ACCT&page=contact. You can write Yahoo by snail mail at 701 1st Av., Sunnyvale, CA 94089.
