Go to the Yahoo! Small Business site and pull up customer support. You will find a Contact Us form - select Trouble Shooting in the first menu. Domains in the next. I recognize that your issue is not exactly in the next menu in Step 3 but get as close as you can. Press continue - perhaps to Domain locked. Note that it can take up to 72 hours for you to have access after setting up the account.

Please note that Yahoo does not make it easy to contact a live person. https://edit.yahoo.com/forgotroot is another way to try to ultimately reach a person.
