I Would Like To Know Why I Can No Longer Send Or Receive Emails.the Compute Says

my computer says my emails are being sent but the receiver is not getting them.

Your question is confusing. On the one hand you say you can no longer send emails, but on the other hand you say that according to your computer they're being sent. If the computer says they're being sent, they are. Receiving your emails is a different question.

I hope the following will be of help.

1. Incoming mail is commonly blocked in an attempt to filter out spam (even though that email was not really spam). This blocking may have been done by the ISP (Internet Service Provider) or host, by the email program, or by special anti-spam software (which sometimes is part of an antivirus package). It could even have been done by a recipient who's created his/her own filters. Messages thought to be spam are sometimes (but not always) diverted to a folder designated Spam, Trash, Junk, or Deleted Items.
