My Weslo Pursuit 310cs Exercise Bike Doesn't Want To Pedal.

I purchased a Weslo pursuit 310cs exercise bike used from someone. I didn't think to check if everything worked. The pedals are locked in place & do not want to move. It will not pedal. What can be the problem? Possibly, is there something I can do myself to fix this? Thank you in advance.
