Dlink Vwr Is Not Providing An Ip Address

I have a cisco 9971 voip phone that I have plugged into the dlink and it is not getting an IP address from the dlink router. IF I plug it directly into my cable modem it is working fine. If I use the same network cable with my laptop the laptop works, but it will not provide the Cisco 9971 phone with IP address help.
