My Fathers Phone Was Lost While In The Hospital. He Had Money Accumulated On It

My fathers phone was lost while in the hospital and they cannot find it. It's been 3 weeks. He had money accumulated on it also. What does he need to do? Buy another phone? And can you transfer the accumulated money to his new phone???
