On Light Does Not Come On When Plugged In.
Unit sat for awhile and now won't come on.

If the batteries are disconnected or totally dead this unit wont turn on, replace batteries with new ones. Go here https://community.spiceworks.com/topic/279062-tripp-lite-ups-won-t-power-on for other suggestions.
