Toshiba Laptop C655-s5512 Wont Charge

You can find some troubleshooting steps on page 165 of the user guide (which you can download here). Some things to try including waiting at least 20 minutes with the charger plugged in, letting the battery get to room temperature, removing and reinserting the battery, and replacing the battery with a new battery.
