Stuck On Select Boot Media Page

i tried to factory reset a toshiba satellite c55d-b5102 windows 8.1 laptop i bought from someone else who didn't remember there log in account and password, now when i cut it on it goes to a black screen that says "insert bootable media" page. is there any way to fix it
