Screen Isn't Displaying The Full Dimension

I can't get the display to use the full width and height of the tv

Some videos won't take up the entire screen. It will only use the entire screen when playing widescreen videos. If the video you're watching is in fullscreen format you will see black bars on the left and right of the screen.
