How Do You Fix Zte Phone That Keeps Loading With Tracfone Message?

My ZTE phone has a blue screen with Tracfone message and continues to load.  It never goes to the home screen. I have taken the battery out and the phone continues to be locked on this screen.  Nothing seems to work.  Please help.
