Storms sadly often threaten signal (though not all places in the same way due to network tower distance/placement) - you therefor might want to consider a signal booster if your area is normally affected in a real bad way in stormy days.

Please go to the settings of your cell phone. Under NETWORK SELECTION two options will be there:

AUTOMATIC

MANUAL

Select Manual. Now each time your cell phone will go out of service it will prompt you to select an alternate network manually.

It happens probably because during storms or other natural clamity the call volume over service provider network increases drastically and it becomes greater than the actuall bandwidth available.
