Unable To Download

Hey everybody, my sister's phone says it has 17.xxmb available as space. We can't upgrade any app, download from play and such. Sms mms threads deleted, call log deleted, pics saved to sd. I managed to install android assistant a while back but doesn't help this issue. I was going to try clean master but can't download. Error message is starting to mess up my day! She doesn't want to factory reset but I don't mind haha. Any suggestions are greatly appreciated.

Apps are what take up the most space. You can move apps to the SD card to save space on the main memory. To do this, follow the instructions here.
