There are several possible causes for this issue:

A damaged QBWUSER.INI file
Hard drive corruption
Damaged program files
QuickBooks needs to be updated to the latest release

How to fix it

Intuit recommends 5 solutions for this problem. The first solution may solve your problem, or you may need to try all possible solutions to resolve the issue. For best results, perform the solutions in the order shown.

Solution 1: Reboot and temporarily disable antivirus software Solution 2: Rename the QBWUSER.INI file and then the EntitlementDataStore.ecml. Solution 3: Run the QuickBooks Component Repair Tool (If no other files open as well as a sample file) Solution 4: Open the company file from a different folder location (If other files or sample file do open) Solution 5: Reinstall QuickBooks using a clean install.
