Presser Bar Lifter.

The presser bar lifter moves up and down but the sewing foot does not lower onto the fabric.

Let's start with the easiest thing. Let's try first removing the end plate (large phillips screw submerged under the gap in the top.) and oiling the presser bar both above and below the lower bushing, with some light sewing machine oil. Then work the presser foot up and down a few times. I'll be surprised if that does it, but if not we'll move on to the next thing.
