Panasonic Mc-v5268 Hepa Filter

My Panasonic MC-V5268 vacuum cleaner stops while I am using it. It will start again after a few minutes.   I took it apart, cleaned everything, put it back together, instilled a new bag and filter, and still have the same problem.  It seems to me that the HEPA filters are thicker than they used to be.  Could this be the problem?
