1998 Olds Aurora - Turn Signal & Hazard Issues

Turn signals work intermittently and hazards do not work at all. Changed/replaced hazard fuse with no luck. Any suggestions? This is my elderly father's car and he simply cannot afford to take it to a dealer for electrical work.
