I would like to watch season 5 of Breaking Bad. May I purchase it and how do I do that?

You can't purchase anything from Netflix other than a subscription. I, too, would like to know when the first 8 episodes of Season 5 will be available on Netflix. They do not publicize their release dates ... I imagine it will be soon, as the remaining episodes begin airing on AMC on 8/11.
